Each state will be required to have a sanctioning body in the state. The sanctioning body must have a voting board. Each track in the state will have a seat at the board with voting privileges. Each school club will have a seat at the board with voting privileges.
NIBL will not have time to govern every school club in American. NIBL will govern State sanctioning bodies. The State sanctionigwill govern each of the school clubs, decide racing seasons, govern clubs to ensure rules are followed.
